SB 194  enables municipalities to create programs that allow homeowners to get a loan to make energy efficiency improvements, then have the loan paid off as part of their property tax.  This allows homeowners to pay for the improvement over time and reap the energy savings immediately.   Since the improvements and the loan stay with the home even if sold, even owners who hope to sell soon could add improvements.
    One of the most significant barriers to investments in energy improvements is the high up-front cost.


Local governments could offer innovative financing arrangements for energy improvements such as new efficient windows, insulation, a solar thermal system or geothermal heat pump, or a new efficient furnace. They could issue bonds to fund the loan program.


SB 194 is also a no-cost way for the Utah Legislature to rev-up Utah's economy, put contractors back to work, create new clean tech jobs, and help Utah's families save energy and money - all this at a time when we need it most.
    This proven model is simple and smart and will save Utahns money and improve property value.


Salt Lake County is interested in creating an Energy Improvement Property Assessment Program (EIPA) to enable homeowners to make voluntary energy efficiency and renewable energy improvements to their homes.
    This bill will enable Salt Lake County and other Counties to offer this program to their constituents.
